Today's State "Holiday"

Rhode Island - the only US state to observe as a state holiday VJ Day, today. And, although I understand it signifies the end of World War II, it is the "Victory Over Japan" part that baffles and bewilders me, as relates to deeming it a "holiday." Can't we have a PP day instead?
